Within the "RCM" folder on your hard drive is the district file. It has the school bus icon and is named with a four character code (the district code) followed by ".rcd". Delete this "****.rcd" file.

In the "help" folder in the RCM folder is a file named "rcmDir.txt". Delete this file.

Launch RCM. When RCM starts, you can select the correct state and district.
